Ustiugov finished the final of the 1,600-meter race in 2 minutes, 54.59 seconds to edge Federico Pellegrino of Italy into second by 0.18 seconds. Another Russian, Alexey Petukhov, finished third, 0.59 back.
Randall, the defending sprint World Cup champion, proved she was ready for the Winter Olympics in Sochi. She took the lead from the start and cruised unchallenged to the victory, covering the 1,300-meter track in 2:44.04, leaving Laurien van der Graaff of Switzerland 1.69 behind.
It was the 10th career World Cup victory for Randall, who also won the team sprint at last year's world championships.
