The Texas Education Agency released the 2024-2025 A-F Accountability Ratings for districts across the state this week, with both Graham ISD and Newcastle ISD seeing progress.
The ratings were released Friday, Aug. 15 online on the TEA’s public resource website txschools.gov. The accountability ratings are based on three areas of performance: student achievement, school progress and closing the gaps.
Student achievement is based on how much students know and are able to do at the end of the year. School progress is based on how students perform over time and the growth in comparison to similar schools. Closing the gaps is based on how well different cohorts of students within a school are performing.
Each campus receives its own ratings as well under the accountability system which make up the overall district rating.
Graham ISD
According to the 2024-2025 data, GISD had a total enrollment of 2,146 students with 13.7 students per teacher, 325.9 full-time staff members and 156.2 full-time teachers, with an average teacher salary of $63,843.
Within the enrolled students, 48.8% are classified as economically disadvantaged, 19.6% are in special education and 13.6% are emergent bilingual/English learners.
As a district, GISD received a B rating and scored 80 out of 100 overall, with 79 out of 100 in student achievement, 75 out of 100 in school progress and 83 out of 100 in closing the gaps. The district was recognized by TEA for post-secondary readiness.
The district has improved over the 2022-2023 school year when they received a C rating overall with a score of 78 and the 2023-2024 school year when they received a C rating overall with a score of 77.
While the district saw improvement in student achievement and closing the gaps over the past three school years, the district saw a drop in student progress which scored a 79 out of 100 in 2022-2023 and 78 out of 100 in 2023-2024.
Woodland, Pioneer and Crestview Elementary School are combined as ‘Graham Elementary’ and received an overall score of 78, or a C rating. The campus scored 71 out of 100 in student achievement, 78 out of 100 in school progress and 77 out of 100 in closing the gaps.
The elementary schools have seen a decrease of four points since the 2022-2023 school year in student achievement. While the schools saw a drop from 78 to 74 from the 2022-2023 to 2023-2024, the elementaries came back up to a score of 78 last year.
The biggest improvement for these campuses over the past three years has been in the area of closing the gaps, which has seen a 13-point increase from 64 in the 2022-2023 school year to 77 in the 2024-2025 school year.
Graham Junior High School was just under a B rating with a 79 out of 100 overall, or a C rating. The campus scored 77 out of 100 in student achievement, 80 out of 100 in school progress and 77 out of 100 in closing the gaps.
GJHS saw minor improvements in student achievement and school progress moving up one point in both from the 2023-2024 school year. Both of these measures have remained within one or two points over the past three school years.
In the 2022-2023 school year, GJHS received a rating of 86 in closing the gaps, a number which saw a sharp decline in the 2023-2024 school year to 65. While they have not made it back to the number from three years prior, the campus saw a jump of 12 points from last year.
The campus received recognition for postsecondary readiness and was in the top 25% comparatively for academic growth.
Graham High School was the highest scoring school in the district with an overall score of 87, or a B rating. The campus scored 85 out of 100 in student achievement, 81 out of 100 in school progress and 92 out of 100 in closing the gaps.
GHS has seen improvements in student achievement and closing the gaps over the past three school years.
GHS saw a four-point improvement in student achievement and a seven-point increase in closing the gaps from the 2023-2024 school year, moving from an 81 to an 85 in student achievement and from an 85 to a 92 in closing the gaps.
The campus received recognition for academic achievement in mathematics, science and was in the top 25% comparatively for closing the gaps.
Newcastle ISD
According to the 2024-2025 data, NISD had a total enrollment of 225 students with 9.1 students per teacher, 44.6 full-time staff members and 24.8 full-time teachers, with an average teacher salary of $59,729.
Within the enrolled students, 62.2% are classified as economically disadvantaged, 18.7% are in special education and 1.8% are emergent bilingual/English learners.

NISD, which has preschool through 12th grade under one campus, received a total score of 93, or an A rating. The district received 93 out of 100 in student achievement, 91 out of 100 in school progress and 93 out of 100 in closing the gaps.
After seeing a decline in all areas in the 2023-2024 school year, the district saw increases across all areas last school year. The district had an eight-point improvement in student achievement, a nine-point improvement in school progress and a four-point improvement in closing the gaps.
The district received academic achievements in mathematics, postsecondary readiness and was in the top 25% comparatively for academic growth and closing the gaps.
