City committee negotiating lease agreement for RV Park proposal

The Graham City Council Thursday approved negotiating a lease agreement with RKJ Adventures, LLC, and to bring back the terms approved in two weeks at the next board meeting. The agreement will be for the lease of the Lake Eddleman RV Park for a potential project.

RKJ Adventures submitted the proposal after the city ran a public notice seeking sealed bids by June 7, for the purchase or lease of the city property at Lake Eddleman Park to be used for RV and “enhance the quality of recreation surrounding Lake Eddleman.” The proposal was originally postponed from the June 10 council meeting to let a committee review the proposal. The  item was then postponed a second time during the June 24 council meeting to review concerns raised during the meeting from residents close to the proposed project.

A new development on the proposal, which was discussed in executive session during the meeting Thursday, was if the city sold the property to the company they would be required to host an election. According to the Texas Local Government Code, land which is owned, held, or claimed as a public square or park cannot be sold unless the sale is submitted to qualified voters within the municipality at an election and receives approval from a majority of the votes in the election. Graham City Manager Brandon Anderson said after the council meeting Thursday that moving forward with the lease option will not require an election. In the proposal the company said they are open to discuss a long-term lease arrangement and partnership with the city so Lake Eddleman remains a revenue stream for the city.
