Looking ahead at local taxing entities budget planning dates

As July comes to a close and things move into August, planning for taxing entities is ramping up as they work to set their budgets into September.

Members of the public have one month left to voice their concerns and opinions regarding the proposed budgets for each taxing entity within Young County.

Young County 
Following budget planning that began in June, the Young County Commissioners Court has continued to make adjustments to the proposed budget. The commissioners accepted the salaries and other allowance for all elected county officials Monday, July 28.

The increased salaries totaled $39,205, with each increase varying in value. The highest salary increases approved were for County Judge Win Graham at $2,423 and Sheriff Travis Babcock at $1,755.

The county’s proposed tax rate is scheduled to be discussed at 9:30 a.m. Monday, Aug. 4 during a regular meeting of the commissioners court. The court is looking to set a tax rate and adopt the county’s budget by their regular meeting Monday, Aug. 25.

Last year, the county adopted a tax rate of $0.586353 per $100 valuation, a slight decrease from previous year’s rate of $0.587674 per $100 valuation.

GISD, NCTC
The Graham ISD Board of Trustees is holding a special-called meeting and board workshop to discuss the proposed budget and tax rate at 5:30 p.m. Wednesday, Aug. 6 at the Graham Learning Center. This will be the first public meeting to discuss the district budget.

The district is scheduled to approve the proposed budget and tax rate following a regular meeting and budget workshop held at 5:30 p.m. Tuesday, Aug. 12 at the Graham Learning Center.

Last year, a tax rate of $0.9888 per $100 valuation was adopted, which was a little over a three-and-a-half cent drop from the previous tax rate of $1.0239 per $100 valuation. 
GISD is tasked with approving the North Central Texas College proposed tax rate annually because the district was the entity that proposed the tax election.

Last year, a tax rate of $0.042367 per $100 valuation, which was an increase over the previous rate of $0.040390.

City of Graham
The city of Graham is hosting a public hearing at 8:30 a.m. Thursday, July 31 at 608 Elm St. regarding the proposed 7% increases to water and sewer rates. Two of three readings of an ordinance to increase the rates have been approved by the Graham City Council.

A final budget workshop is scheduled for 6 p.m. Thursday, Aug. 7, which will be followed by a public hearing on the budget at 8:30 a.m. Thursday, Aug. 14. Both of these meetings will be held at 608 Elm St.

The city is proposing a tax rate of $0.69 per $100 valuation, an increase of $0.035 from the current property tax rate of $0.655 per $100 valuation. A public hearing on the proposed property tax rate will be held at 11 a.m. Monday, Sept. 8 at the council chambers at 608 Elm St.

The city has set a town hall and public forum for 6 p.m. Tuesday, Aug. 26, which will allow back and forth discussion between the council members and the community regarding any city topic. This forum is scheduled to be held at the council chambers at 608 Elm St.

The city is looking to adopt the budget at 8:30 a.m. Thursday, Aug. 28 at 608 Elm St.
