Olney man arrested on charge of indecency with a child

An Olney man was arrested Tuesday by the Young County Sheriff’s Office for the alleged offense of indecency with a child after a report was made in January regarding the incident.

Michael Winslow, 76, of Olney, was arrested Tuesday by YCSO for the offense of indecency with a child/sexual contact, a second degree felony, and was booked into the Young County Jail. Winslow was released the following day on a $30,000 bond.

Based on information obtained from the affidavit for probable cause filed at the Young County Courthouse, on Jan. 25, 2021, YCSO received a report of sexual abuse of the victim which had occurred days earlier. The following day on Jan. 26, a forensic interview was conducted on the victim in Parker County.

Forensic interviews are used to gather information from a victim or witness to be used in a legal setting, such as a court hearing, according to the U.S. Department of Health and Human Services Child Welfare Information Gateway. The interviews are conducted by professionals in child welfare, law enforcement and by specialized forensic interviewers at children’s advocacy centers.

The victim stated during the interview that Winslow touched them in a private area outside of their clothes with his hands while they were riding an ATV at Winslow’s residence.

“The Defendant intentionally or knowingly committed the offense of Indecency with a Child under the age of 17, engaging in sexual conduct with a child,” the affidavit for probable cause states.

Winslow was previously the state president for the Air Force Association, a national non-profit organization which promotes aerospace and STEM education for students. According to the AFA, he left that position in October 2020.

He was previously associated with a robotics academy program offered to children after school in Young County as well as a part of the CyberPatriot program offered by the AFA to promote STEM-based education with children. He was also associated with several STEM and aerospace-centered programs at school campuses in Young County.
